John Ordover remarked, “I wanted to do a big original series arc because we hadn’t done much recently and it occurred to me, Star Trek had originally been pitched as ‘Wagon Train to the Stars,’ but we had never actually done that story. There were too many books with evacuating the planet stories [in New Earth], but I thought the covers really kicked ass and overall I thought it was a very good concept.”

John explained the “origin of the concept was a personal reaction to Voyager. My problem with Voyager is they don’t really have any turf to protect. They don’t have any real stake in anything that they do. Optimally they could wrap themselves in an impenetrable cocoon, go into suspended animation, and point the ship toward earth. They don’t have an emotional tie. What if you went outside the known galaxy or outside the common area to find a new colony and you were assigned to stay there and protect them for a while? This planet is now a member of the Federation and it’s our new home base and from now on we’ll be expanding from this new region, trying to get planets to join the Federation; and they’re trying to set up their own new Federation. In essence, they’d set up a colony and would then have to defend it. So I took that idea and turned it into New Earth.”
